Raymond is the founder of Carewells Limited and the principal investigator for the CareEZ programme. He built the SeniorDeli care-food product line — 12 SKUs in active distribution through Getz Healthcare across 200+ partner care facilities in Hong Kong — and deployed a cross-border multilingual caregiver assistant via WeChat Mini-Programme serving mainland family caregivers and cross-border users.

He is the architect of dysphagia.cn and softmeal.org, a four-language knowledge base of 600+ structured clinical articles on dysphagia and 照護食. SeniorDeli is a co-drafting institution of T/SATA 094-2025 (Greater Bay Area group standard on General Requirements for Dysphagia Foods for Elderly Care) and is named in companion standards T/SATA 084-2025 and T/SATA 085-2025.

Raymond holds the HKSAR TechUp Y06 grant (Innovation and Technology Commission), currently disbursing against an approved technical roadmap, and the sister project PQSafe is in residence at the HKU TEC iDendron Seed Programme (cohort HKU25-05). He is the named applicant on Carewells' HKCSS Social Enterprise Directory listing and SE Tree Mark #83.

Karen Chan has served as Clinical Advisor to Carewells Limited since founding. Her engagement is confirmed and ongoing — not aspirational and not contingent on any specific application. Her role is advisory: she owns the clinical-safety protocol, classifier-output review thresholds, escalation pathways from carer-run screening to qualified clinical assessment, IDDSI care-curriculum peer review, and Adoption Index methodology co-development.

Her standing at Hong Kong's leading swallowing research laboratory is the structural answer to the most material objection a clinical reviewer can raise against AI-mediated dysphagia screening through lay carers: with a credentialed clinician anchoring the safety protocol, that question converts from a programme kill-risk into a credibility strength.

The founder claims no clinical expertise of his own and does not need to. Clinical accuracy of every model output, content article, and Champion-training module is reviewed under a governance framework Karen defines.

Full Linkage Community Care Association is a registered Hong Kong s.88 charity dedicated to community care. It is a separate legal entity with its own board, governance, and audited accounts — partnered with the HKU Swallowing Research Laboratory as co-stewards of the public clinical resource created by the CareEZ programme.

The co-steward structure is the data-governance answer to the most material objection an HKCSS or research-ethics reviewer can raise: who owns the clinical dataset, and what stops the applicant operator from privatising a public resource? Full Linkage's s.88 status anchors the public-interest disposition of the data. Consent forms, ethics protocols, retention rules, and downstream re-use terms are published under a governance framework co-developed by Full Linkage and HKU Swallowing Research Lab.

Carewells operates as the delivery vehicle; the clinical resource does not sit on Carewells' balance sheet, and its stewardship is constitutionally separated from any commercial product roadmap.
